    There are millions of poor oppressed people who would like to emigrate.

    If Canada allowed all of them in it would be overwhelmed.

    Hong Kong is 2,754 km² in area and Singapore is about 790 km².

    Artificial islands could be built bigger than those very successful land areas which have only the ingenuity and hard work of its people as a resource.

    So build seasteads and let the people come, low paid at first for their work like Hong Kong but as their skill set and education increases so would their wages.

    The islands would have medical facilities, schools, and factories supplied by investors who would expect a profit.

    Nah... no worries. Saskatchewan is 651,900 km². Just remember to issue woolen socks, mittens and toques to everybody before you point them north and swat them on the rear.

    Never mind. Lots of room. There are 1.5 million more sq km in the arctic archipelago where summer doesn't really arrive. (That may fool the immigrants but it hasn't actually stopped the mosquitos.)
