    It's all bullshit.

    What happens if the American input is taken away? In that scenario, the NATO member countries still almost quadruple the amount of Russian defence spending. And this is without member countries having reached their target of 2 per cent, which most are on track to do by the pledged date of 2024.

    The game is called "diplomacy". It has never been well played by the US delegations in any international meetings I have been to. Nowadays it apparently isn't played at all. The Brits are the masters.

    The purpose of the game is to tell the truth without putting anybody who might disagree with it in the position of having to say so. One of the basic techniques is to stand up and say something like"We thank the delegation from xx for their very insightful and penetrating comments, with which we entirely agree", and then disagree in elaborate detail, finishing with a compliment to xx and another thank you. Mr Stoltenberg is a Norwegian politician, used to navigating the interests of a small country among the giants, (which btw Norway has been extraordinary successful at), so he's good at it.

    Come to that, who is Christiane Annanpour that you figure she deserves a straight answer about anything? If she can't read between the lines, she should get a translator.

    BTW It turns out that the current military expenditures of just the European members of NATO exceed the COMBINED military budgets of Russia and China.
