The priginal article in New Scientist was a little less dramatic. Main thrust was how using Transcranial Direct Stimulation improved the concentration and performance of subjects- including snipers. The Guardian article rather concentrates on the scary aspects.

DARPA shows off first successful test of STEERABLE bullet.

    http://www.theregister.co.uk/2014/07/11/darpa_shows_off_first_successful_test_of_steerable_bullet/

The weaponsmiths at Sandia have already developed a steerable bullet that uses optical sensors in the tip and four controllable fins to reach its target. But that round needs a special smooth-bore gun to fire from.

Why not simply drop them from high altitude drones coloured like the sky they will be virtually invisible until they strike their target at a high terminal velocity.

So now you have MANY chances to miss, rather than just the one.
  1.
    Let them _be_ the drone.

Tiny drones, disposable but deadly, keyed to your rifid implant.

Well, I could agree to that, but what's wrong with firing them out of the gun? Let them be the projectile as well.

The idea is not to miss.

A group of hostile traveling to an operation get laser spotted by the drone and the projectiles strike the targets.

Not very nice for the targets though, ever time they see a drone high up they could panic and scatter so drawing attention to themselves.

That'd be a real winner if it involved graphene and fusion...

Well maybe fusion energy could be beamed to them?
