    How about constructing a breeder reactor in lunar orbit as a general resource for space exploration. It would be safer to launch U from earth than Pu, snd anyway maybe we could find it on the moon and set up some centrifuges there to get it all started.

    How about good old thorium? Use a particle accelerator to get things perking. The fuel itself is relatively benign, radiation-wise.

    That's a candidate. But there are currently (to my knowledge) no commercial thorium reactors of adequate size (say 100 KW ish) that can be loaded onto a rocket like StarShip.
