    Sometimes a big bluff is the best defense. I'm not condoning the massive military spending, of course... the most recent outrage is the 200 million dollar per copy F22 Raptor fighter aircraft. Shoot down a couple of those in some brushfire combat situation somewhere with a few ten thousand dollar SAMs and the balance sheet starts looking pretty screwy.

    No. But they are intent on expanding and securing territory that others currently enjoy. Russia in the frozen north and China in the seas to the south.

    Par'n my stupidity but if you have to use a missile to deliver your em pulse weapon that takes out the electronics in a building with pinpoint accuracy, wouldn't it be just as effective (and cheaper) to replace the em pulse weapon with a load of high explosive which would very effectively perform the same function.
