    To make all of this work, hydropower was dropped from the official list of "renewable" technologies. Fake data by legislative fiat, it seems.

    How do they distribute the capital cost? Is it distributed by nameplate or actual production. Actual is approximately 20% of nameplate which means actual is 5x nameplate cost.

    I haven't dug into the legislation to figure out what they're using. Suffice it to say that it's probably whacky.
